Office of Addiction Services (OAS)

Since 1973, the Office of Addiction Services (OAS) has administered the city's drug and alcohol treatment programs. OAS maintains responsibility for planning, funding and monitoring substance abuse prevention, intervention and treatment services within the city of Philadelphia.

Through contracts with a network of community providers, OAS offers an array of prevention and treatment services, including:

  • Intensive outpatient substance abuse treatment services
  • Drug-free and methadone maintenance services
  • Detoxification
  • Residential services
  • Recovery housing
  • Case management
In the aftermath of welfare reform, many former Medicaid recipients have been dropped from the rolls. Collaborative efforts between OAS, OMH and CBH are helping mental health consumers get access to needed substance abuse services. OAS operates a separate unit to administer Pennsylvania's Behavioral Health Special Initiative (BHSI), providing services for individuals who have lost Medical Assistance eligibility.

Many consumers with mental health problems also abuse drugs and alcohol. A significant percent of persons who are homeless have a mental illness, an addiction or both. Typically, treatment programs have failed to address both issues. In July 1998 the Behavioral Health System replaced the seven existing psychiatric emergency services with five enhanced Crisis Response Centers, now staffed by professionals with expertise to treat those with addictions as well as mental illnesses.

Beginning with support from a federal Target Cities Grant, OAS also offers persons in recovery a range of core social service supports, such as: life skills training, domestic violence counseling, family parenting skills, recreation therapy, sexual abuse counseling, literacy training and nutrition education. These core services have continued to be available following the completion of the grant.
